Our Vancouver government client is seeking a talented Contract IT Business Systems Analyst to join their team on an initial 18-month contract. Responsibilities • Act as a business analyst and project manager on IT projects, overseeing tasks such as the replacement of Incident Management Software and other future projects. • Collaborate closely with the Business Systems Division Manager, Supervisor, and business clients to understand requirements and deliver effective solutions. • Troubleshoot and resolve technical issues related to IT infrastructure and enterprise systems, ensuring smooth operation of business processes. • Conduct thorough analysis of business processes and systems planning, identifying areas for improvement and proposing alternative solutions. • Document and analyze various information, prioritize resources, and create comprehensive requirements documents, business cases, feasibility studies, and cost-effectiveness analyses. • Serve as a liaison between client departments and contractors, facilitating communication, resolving service problems, and providing guidance to project teams. • Implement Agile practices and frameworks, ensuring efficient project delivery and alignment with organizational goals and objectives. Qualifications • Strong understanding of the Request for Proposal (RFP) process. • Thorough knowledge and experience to troubleshoot and resolve technical issues. • Strong understanding of automated and manual testing. • Strong understanding of IT infrastructure and interdependencies with enterprise systems, vendor and in-house built systems. • Project Management Professional (PMP) designation is not required, however would be considered an asset. • Certified ScrumMaster (CSM) and Certified Scrum Product Owner (CSPO) designations are not required, however would be considered an asset. • Understanding and experience in front and backend development. • Understanding and experience in no code/low code development. • Strong knowledge of Azure DevOps. • Thorough knowledge and experience with review/implementation of key PMO processes. • Thorough knowledge and experience with implementation of Agile practices and frameworks. • Thorough knowledge of problem definition and analysis related to business processes and systems planning. • Considerable knowledge of information technology components, processes and developments related to the work performed. • Ability to document, analyze and assess a variety of information, identify priorities and resources and propose alternative business processes. • Ability to establish and maintain effective working relationships with a variety of internal contacts and to provide advice and assistance on matters related to the work. • Ability to communicate effectively orally and in writing and to present proposals in non-technical language. • Ability to perform assigned duties under minimum supervision. • Ability to create documents requirements, prepares business cases, conducts feasibility studies, and analyzes cost effectiveness. • Ability to act as a liaison between client departments and contractors; assists in the resolution of service problems and issues; provides advice and guidance to other staff engaged on projects of less complexity.
