Position Type: Permanent Full-time Closing Date: May 17, 2024 at 4:30 PM Department: Engineering and Development File Number: SV24- Number of Positions: One (1) Hours of Work: Monday – Friday 8:30am – 4:30pm Employee Group : Admin Salary/Rate of Pay: $85,653 to $101,970 PURPOSE AND SCOPE: This position is responsible for the review of all engineering facets of development proposals submitted to the City of Belleville, including: •           Plans of Subdivision/Condominium applications. •           Site Plan applications. •           Committee of Adjustment applications. •           Official Plan and Zoning By-Law Amendment applications. KEY DUTIES AND RESPONSIBILITIES:   Provide engineering reviews of subdivision/condominium plans and site plan developments with respect to City standards, specifications, by-laws and accepted engineering practices, and comment on same. Determine and comment on the engineering requirements for subdivision agreements and site plans. Provide engineering reviews of Official Plan, Zoning By-law, and Committee of Adjustment applications with respect to City policies, standards, specifications, by-laws and accepted engineering practices, and comment on same. Provide guidance to municipal field staff and developer's engineer during the construction phase of subdivision and site plans as issues may arise. Ensure that the City's procedures, policies, requirements, and standards pertaining to the engineering review of development applications are current, relevant and adhere to legislated requirements. Approve final engineering design drawings for subdivision projects. Perform other duties as required such as preparing reports for City Council including amendments to the Driveway By-Law and Traffic Control By-Law. Employ interpersonal skills, problem solving, project management, time management and diplomacy. Comment on and subsequently approve proposals and changes during both review and construction phases. Engineering review and commenting duties, focusing primarily on the following elements:   The design of new road and reconstruction of existing roads, including the verification of survey data, establishment of preferred vertical and horizontal alignments, production of profiles and cross sections and design of traffic signal/signage control infrastructure. The design of storm and sanitary sewers and stormwater management facilities including the establishment of catchment areas, design parameters, background technical reports, design calculations and design drawings. The design of watermains and appurtenances including hydrants, valves, bends, restraints, water services, design drawings and calculations. The verification and acceptance of the engineering drawings for subdivision and site plan projects. The verification of cost estimates for the construction of subdivision and site plan projects. The verification and acceptance of the final as-built engineering drawings for subdivision and site plan projects. EDUCATION/SPECIALIZED TRAINING/SKILLS: Minimum Qualifications: University degree in Civil Engineering Licensed as, or eligible to be licensed as a Professional Engineer in the Province of Ontario (P.Eng. or EIT) Demonstrated excellent organizational, analytical, and problem-solving skills Demonstrated excellent interpersonal skills including diplomacy and time & project management to effectively manage staff and to work with stakeholders Proficient in a computerized office environment with experience in use of Microsoft Office as well as Adobe Acrobat and engineering design software Ontario Class "G" Drivers' license and clean driver's abstract Preferred Qualifications: Familiarity with municipal engineering design guidelines and the Ontario Provincial Standards and Specifications as well as the American Water Works Association Standards.
