We have a permanent full-time opportunity for a Senior Program Analyst in the Parking and Ground Transportation (PGT) Department. Reporting the Manager, Commercial Services, the successful candidate will support all aspects of Parking and Ground Transportation (PGT) operations with a focus on program direction and oversight and operational process development, documentation, analysis and improvement. This role also provides day to day management of key service contracts, including performance measurement, reporting, and auditing. As the departmental SME for operational processes this role will support or lead PGT related projects. Key responsibilities include: Oversee PGT programs by developing, documenting, reviewing and updating program operational plans; facilitate decision-making on program development and changes and analyzing operational data to make informed decisions Manage PGT service providers by providing day-to-day operational oversight and direction to various services providers as well as measuring and reporting KPIs within the service contracts. Identify, analyze, understand and document current PGT operational process and ensure training and documentation/reference information is available to operational team real time. Ensure process requirements, goals and applicable KPIs are clearly understood and measured. Continuously analyze and re-evaluate processes, recommend improvements and implement changes. Assist with Capital Project planning and participate in all relevant project meetings and provide input or recommendation to other projects as needed. Key qualifications include: Five years’ related experience in an operational/process environment, supplemented by a bachelor’s degree in business or a related discipline; or an equivalent combination of training and experience in managing operational, process and/or complex business environments. Proven ability to work and make decisions in a complex operational environment with minimal supervision. Experience using sound business principles and data analytics to evaluate and support decision making. Demonstrated experience measuring performance of operational and process flows Demonstrated analytical and critical thinking skills to assess and review operational and process flows, demand, constraints and partner requirements Ability to diplomatically lead meetings with stakeholders that may have differing opinions Strong organizational skills and the flexibility to produce high quality results with minimal supervision and direction Experience working with multiple levels of internal and external stakeholder groups Experience using technology solutions to support operational and business requirements Experience working in parking and transportation industries an asset This position is open to both Vancouver Airport Authority employees and external applicants. Previous job performance will be taken into consideration for all internal candidates that apply for this position. Salary Range : $80,932 to $105,773 per annum, based on a 37.5-hour work week.
