Job Summary : In accordance with the Mission, Vision and Values, and strategic directions of Provincial Health Services Authority patient safety is a priority and a responsibility shared by everyone at PHSA, and as such, the requirement to continuously improve quality and safety is inherent in all aspects of this position. Reporting to the Executive Director Clinical and Corporate Support Services, the Director, Shared Services is responsible for ensuring that non-clinical services provided by consolidated services such as Lower Mainland Facilities, IMITs, Shared Services BC, Integrated Protection Services, and contractors meet BCMHSUS and Provincial Health Services Authority (PHSA) requirements. The Director monitors contractor service expenditures and provides regular reports to the Executive Director Clinical and Corporate Support Services. The Director works with senior corporate and contractor representatives to ensure that excellent customer service is being provided and to resolve issues which may arise. Responsibilities include maintaining performance management processes, monitoring and reporting on deliverables and participating in the development of financial and business planning objectives. The Director provides leadership in the re-negotiation or tendering of contracts. The Director also liaises with Senior Leaders to ensure their non-clinical service expectations are being met.

The Director works within a complex multi-site environment and within the context of the long-range strategic plans for BC Mental Health and Substance Use Services. Resolutions regarding how corporate and shared services are provided primarily involve interpreting and evaluating issues/changes in the organization’s environment, or conflicting requirements. The Director manages multiple projects and tasks simultaneously, and must constantly prioritize work. The Director is also responsible for the planning and implementation of required processes/action plans in support of for the efficient and effective planning for the site facilities. The incumbent provides leadership in the identification, planning and implementation of the redevelopment processes.

Duties/Accountabilities :

  1. Ensures each of our facilities has an emergency plan, is familiar with emergency procedures and has supplies needed to support them through an emergency

  2. Responsible for the provision of operations and strategic planning, in partnership with consolidated service departments as well as leadership, coaching and mentoring to direct reports.

  3. Provides project management oversight for facilities projects. Working with Site Operations leaders, Program Directors, Mental Health and Substance Use Services, Lower Mainland facility staff, ensures that a facility plans are developed and executed on time and within budget.

  4. Troubleshoots and takes proactive or corrective action when corporate/shared services/contractor performance deviates from expectations or where management decisions may cause corporate/shared services/contractor performance to deviate from expectations.

  5. Undertakes feasibility studies for opportunities including detailed analysis of economic viability, risk analysis and impact analysis on existing operations and future opportunities.

  6. Provides support to senior leaders in planning for and adjusting contracts/service agreements, as well as shared service support needs, as necessary to accommodate service additions and/or reductions due to changing standards, services and/or facilities. Oversees the development, evaluation, implementation and monitoring of business plans for the provision of continuing support services currently provided by the BCMHSUS to the Forensic Psychiatric Services Commission, Burnaby Centre for Mental Health and Heartwood.

      1. Monitors expenditures and budget for contracted services. Provides financial analysis on a regular basis to senior leaders.
  7. Participates in the preparation and re-negotiation or tendering of contracts.

  8. Contributes to the overall strategic plan for corporate services in Mental Health. Responsibilities include taking a lead role in the analysis of the current situation and the future requirements of the area and setting priorities for planning and implementing strategies.

  9. Develops business cases for Mental Health initiatives including clinical and non-clinical operations, major capital expansion projects and associated equipment acquisitions. Ensures the scope of work and schedules for the assigned projects are clearly defined, approved and adhered to.

  10. Provides leadership on the business development aspects of long-range redevelopment plans. Coordinates the non-clinical service implementation of these projects. Works with the executive leadership team and Site Operations Leaders and senior program leaders to develop and co-ordinate implementation of strategies and mechanisms to gain support and approval of external funding agencies.
