Reporting to the General Manager of Utilities, the Solid Waste Manager is responsible for the operational management, program development, and administration of the City’s Solid Waste operations including but not limited to the Transfer Station, curbside pick-up and landfill operations.

This position focuses on the efficient and cost-effective management of the City’s solid waste operations to ensure compliance with all regulatory requirements.

The Solid Waste Manager will :

  • Develop and implement the solid waste department plan, improvements, and other plans involving the solid waste department.
  • Evaluate solid waste utility needs and formulates short
  • and long-range plans to meet needs in all areas of responsibility including equipment procurement, staffing structures, route efficiencies etc.,
  • Prepare both capital and operating budgets for Solid Waste operations.
  • Develop and submit financial estimates for approval; manages department within approved budgets and financial guidelines.
  • Liaise with internal and external stakeholders, contractors, and treaty partners.
  • Exercise procurement authority and conduct procurement activities in accordance with the policy, including the defining of requirements, preparation of documents, review, and recommendation for the awarding of contracts to the General Manager of Utilities.
  • Administer solid waste and recycling contracts, monitors compliance, approves progress payments, conducts quality assurance, and escalates any deviations or deficiencies.
  • Research best practices in the solid waste environmental landscape, prepares and presents, technical documents and reports as required.
  • Identify opportunities for waste diversion projects, services, and policy for Council approval.
  • Develop and implement solid waste projects such as composting programs, landfill lifecycle, and other projects to generate revenue or enhance the solid waste operation.
  • Support all interactions between operations and various Government agencies (MECP, MNRF, etc.) as it relates to solid waste operations.
  • Develop regulatory reports, and other internal reports as required.
  • Provide technical support to other departments and the general public on recycling and related solid waste issues.
  • May represent administration on Council Committees.

Qualifications :

  • Post-secondary education in Environmental Engineering, Environmental Management, or related field. A combination of equivalent education and experience will be considered.
  • Professional designation in the environmental arena is an asset. A licensed P. Eng or CET is preferred.
  • Five (5) to seven (7) years progressive experience in solid waste, recycling, and/or landfill operations.
  • Three (3) to five (5) years’ related supervisory success in a unionized environment.
  • Must possess valid ‘G’ class driver’s license and have access to a reliable vehicle.
  • Thorough understanding of the regulatory requirements that pertain to solid waste operations including but not limited to: hazardous waste, IC&I Waste Diversion, Occupational Health & Safety Act, the Environmental Protection Act , the Resource Recovery and Circular Economy Act , Environmental Assessment Act and any other applicable regulations as they pertain to solid waste operations.
  • Knowledge in landfill operations including sequence of landfilling, daily cover requirements, degree of compaction of the waste, composting operation as well as hazardous waste.
  • Demonstrated knowledge of waste management, recycling and resource conservation practices, methods and trends as applicable to a municipal setting.
  • Strong leadership and team building skills, with the ability to prioritize, mentor and manage a team.
  • Computer literacy skills including Microsoft Word, Excel, database software, internet, etc.
  • Ability to deal with sensitive or confidential matters with tact, discretion, and diplomacy.
  • Excellent analytical, problem-solving and decision-making skills.
  • Excellent verbal and written communication skills with the ability to communicate with all levels of staff, stakeholders and the general public.
  • Well-developed organizational and time management skills with an ability to complete a high volume of work with accuracy and within prescribed deadlines in a fast-paced environment with flexibility to changing priorities.
