Job Description : ***: Under the direction of the Supervisor - Contract Project Services the Leadhand I (Water Meter Shop) directs, instructs and works with the Meter Shop staff in the performance of their duties.

MAJOR TASKS :

  • Plans and schedules water meter installations on an area basis for the Water Meter Shop Technicians and ensures that schedules are met.
  • Investigates difficult meter installations and repairs, devises a satisfactory plan of installation or repair and instructs and assists Water Meter Technicians in carrying out the work.
  • Receives, verifies and records all locations where permission to install a meter has been refused and reports them to the supervisor for further action.
  • Arranges, coordinates and schedules meter installations and turn on of water for remote reading meters.
  • Assists in operation and maintenance of Tap Houses and associated metering devices.
  • Assigns staff and equipment to maintenance and construction operations.
  • Schedules reading of industrial meters and transmits readings to Revenue electronically.
  • Compiles time sheets, work orders, compensation and accident reports.
  • Orders, distributes, records and reports on materials used to perform Water Meter Shop functions.
  • Works with Materials Management to obtain cost effective supply of Meter Shop parts and materials.
  • Works in co-operation with other supervisors in the assignment of staff and equipment to achieve maximum use of available resources.
  • Participates in the preparation of shift and vacation schedules.
  • Reports deficiencies to the appropriate supervisor.
  • Advises the Supervisor of equipment malfunctions, and co-operates in the scheduling of equipment maintenance.
  • Works with Revenue, Bylaw and Plumbing Inspection to answer inquiries and investigate complaints. Keeps accurate and thorough notes, prepares required reports and takes necessary corrective action.
  • Prepares appropriate letters and mailings related to metering and exchange programs.
  • Works with Systems and Revenue to maintain water billing, meter maintenance and meter inventory reporting.
  • Monitors Meter Shop budgets through computerized reports.
  • Relieves the Supervisor Contract Project Services Supervisor as required.
  • Performs such other related duties as may be assigned.

QUALIFICATIONS :

Education/Experience :

  • Must possess a secondary school graduation diploma
  • Five (5) years’ experience related to the position
  • Must possess and maintain Water Meter Installer trade code 800A certification (Ontario Ministry of Training, Colleges & Universities) and be able to perform all skill sets outlined in schedule of training

Skills/Abilities :

  • Must have a sound knowledge of general plumbing requirements including thorough knowledge of lead, copper and galvanized plumbing installation work specifically related to meter installation and repair
  • Must have a thorough knowledge of meter repair, rebuilding, reconditioning and calibration, including a thorough knowledge of equipment used
  • Must be able to understand sewer and water distribution maps and assembly drawings
  • Must be able to display competence with a computer as it relates to the position
  • Must possess the ability to supervise staff
  • Must be capable of issuing and accurately comprehending written/oral information and instructions
  • Must not be colour blind
  • Must possess and maintain a valid Class “G” Ontario Drivers Licence, or equivalent
  • Must meet the definition of a competent driver as defined by the Corporation Must be competent within the meaning of the Occupational Health and Safety Act
