Senior Project Engineer Geomatics

We are seeking an experienced Geomatics Engineer for an opportunity with a municipal client of ours in the Vancouver area. As a seasoned Geomatics professional, you will be well versed in GNSS and other surveying tools, methods and specifications. You have significant experience in control surveys and large network least squares adjustments, high precision GNSS and deformation surveys and data processing and analyses, and keep up with the fast moving trends in technology affecting geomatics and its uses. You have considerable experience in program and project management, managing stakeholders and clients, working with/within large organizations and teams, being organized and able to meet multiple demands for services, employing best practices, applying good judgement, problem-solving, effective planning and reporting, and are a self-starter committed to continuous learning and making a difference. Advantages -Opportunities for career advancement -Excellent compensation package including pension plan and comprehensive benefits Responsibilities • Manage, operate, and maintain the Regional Geo-Spatial Reference (RGSR) infrastructure, which currently consists of a network of five continuously tracking satellite-based Active Control Points (ACPs) and a network of approximately 350 High-Precision Network (HPN) ground-based survey control monuments covering the region. • Through the RGSR infrastructure, support cost-effective, accurate, and regionally consistent positioning of infrastructure by engineers, surveyors, and other professionals working with, or for, member municipalities and private organizations. • Manage RGSR standards and services in collaboration with provincial and federal authorities responsible for managing and delivering Geo-Spatial Reference standards and services. • Develop and deliver on long term plans engaging stakeholders. • Deliver on complex projects ranging from high-precision network survey and deformation analyses to research and business casing of newer technologies and methodologies for delivering program components. • Update and seek direction from member municipalities and senior management on programs and services supporting the RGSR delivery mandate. • Gather, analyze, and disseminate program information, prepare reports, and prepare and maintain a variety of correspondence and records on matters related to the work. • Prepare annual budgets and track progress on approved annual plans and budgets. • Organize and deliver workshops and presentations to support the RGSR mandate. • Overall management of ACP Network infrastructure and the offered Global Navigation Satellite System (GNSS) Real-Time Kinematic (RTK) satellite correction service; ensure that the operations and maintenance meet or exceed the specifications as per defined Standard Operating Procedures. • Develop and execute various plans as required to support the RGSR program mandate. Annual and long term plans include, but are not limited to, asset replacement, HPN surveys, and emergency preparedness. • Facilitate regular RGSR committee meetings to update and seek direction from member municipality representatives on RGSR activities. • Define, procure and administer contract services and/or collaboration agreements with provincial government and or other organizations to support the mandate. • Define and manage technical standards, specifications and Key Performance Indicators (KPIs) related to the RGSR infrastructure delivery and end-user performance criteria. • Work with Information Technology (IT) department and GNSS / other vendors to ensure IT applications, network and real-time communications infrastructure are well defined, functioning optimally and meeting business requirements and SOPs / KPIs. • Communicate, as required, with Committees/Boards of elected officials, government agencies, senior municipal engineering staff, consultants, contractors and members of the public. • Develop and implement survey standards consistent with Regional GPS requirements. • Review high-precision and special survey requirements and define the specifications, methods and procurement of contracted services for the same. • Responsible for the delivery of monthly budget and status reports. • Perform other related work as required. Qualifications • A Bachelor of Applied Science degree in Geomatics/Survey Engineering or a related engineering discipline. 4-6 years recent related experience following professional registration; or an equivalent combination of training and experience. Supplemented with at least 5 years of management and supervision of a staff comprised of geomatic engineers and / or technicians. • Membership or eligibility for immediate membership as a registered Professional Engineer (P.Eng.) with the Engineers and Geoscientists of British Columbia (EGBC). • Proven excellent technical ability with respect to geo-spatial and GNSS projects, where the delivery of multiple objectives and the use of a broad professional/technical work force have been successfully demonstrated. • Strong experience with GNSS and conventional surveying, including utility locates, topographic surveys, survey control networks, data processing and analyses, least squares adjustments, field data recorders and CAD/GIS integration, and scanning and other innovative technologies/methodologies. Experience with the establishment of a high accuracy and consistent GNSS survey networks would be a benefit. • Strong track record, as the in-house expert, in resolving/organizing significant geomatic issues, as raised by colleagues, clients and others.
