Our Team : As an integral member of the Waterloo Airport management team, you will be a part of our airport construction group responsible for the development of the fastest growing airport in Canada, to provide affordable air travel for the community. We are currently implementing a $375M Airport Master Plan, which includes a terminal building expansion, runway extensions, hangar development, parking expansion, utility upgrades and other related projects. You will work as part of the construction group to manage these capital renewal and expansion projects, working closely with airport staff, airlines, consultants, contractors, regulating agencies, airport tenants and other Regional staff.

The Opportunity : As Project Manager, Airport Construction & Development you will manage and lead construction, development, and other special projects for the Airport. Under the supervision of the Manager, Airport Construction & Development, you will manage capital projects and provide direction to consultants and review project documentation and technical reports. You will be a part of the construction process on-site to provide support and direction to consultants and contractors. With your knowledge of construction methods, administration, contract law, and budget preparation you will ensure that all airport projects are completed efficiently. You will assist in the planning, development, and monitoring of the Airport Capital Program including the 10-year capital plan and 50-year asset management life-cycle forecasts, prepare budget estimates and forecasts, and contribute to the development and management of the Airport’s asset register.

You will coordinate the consultant selection and hiring process, review and negotiate work plans and budgets with consultants and make recommendations to Committee and Council.

You will monitor and manage project budgets, arrange for purchase orders and approves payments, coordinate the construction tendering process with the project team and purchasing.

You will review technical shop drawings, authorize design changes, review, and monitor contractor work schedules and budgets, prepares payment certificates.

You will ensure construction is compliant with legal contract and health and safety regulations, conduct final inspections, and issue completion certificates.

You will liaise with and provide information to adjacent landowners, consultants, other departments, and the public.

You will perform community development reviews and provides input in relation to compatibility with airport operations and regulatory requirements.

You will liaise with external agencies for approvals regarding the development of utility infrastructure plans for the airport and in the provision of utilities for new development.

You will review the collection of infrastructure inventories, condition assessments, related priority setting processes and evaluation systems and make recommendations for improvement projects and preventive maintenance.

You will liaise with airport tenants, airlines, the public, Transport Canada, Navigation Canada, Ministries, Canadian Air Transport Security Authority, Canadian Border Security Agency, phone and utility companies, Township of Woolwich, conservation authority, and other related agencies.

Knowledge and skills normally acquired through a related diploma/degree, plus progressively responsible related experience in a project management environment.

Knowledge of construction methods and administration, contract administration and law, budget preparation and monitoring, and project management.

Knowledge/experience in aviation and aircraft procedures and practices, and airport operations, security, and emergency planning.

Knowledge of and ability to comply with policies, procedures, collective agreements, and related legislation/regulations (e.g., Canadian aviation regulations, building codes).

Analytical, organizational, time management, problem solving, and continuous improvement skills to work independently on concurrent projects, plan and develop project objectives and priorities, organize and coordinate work, resolve potential problems before they become critical, and ensure projects are delivered on
