Job Summary : Reporting to the Manager, Supply Chain Management this role will provide contract management services to support Regional programs by ensuring timely contract renewals, adherence to contract terms, policies, procedures and the Procurement By-Law. This position will also support internal stakeholders by supporting bid administration, work planning and reporting.

Duties & Responsibilities :

  • Oversee Regional contracts to ensure timely renewals or procurement process initiation.
  • Monitor/analyze contract spend to ensure alignment with approved amounts.
  • Support Regional staff in monitoring contract performance to ensure alignment with contract terms.
  • Analyze price impacts relating to contract renewals and perform relating market research.
  • Manage procurement intake forms and maintain database with procurement information/status.
  • Prepare/analyze reports relating to work plans, contracts and other procurement activities.
  • Gather specifications to prepare RFP, RFT, RFQ documents,.
  • Manage/lead procurement processes for non-complex procurements.
  • Perform bid analysis and compliance review, as required.
  • Perform administrative support functions relating to the electronic tendering system used by the Region, as required.
  • Liaise with internal staff and vendors to perform procurement duties.

Skills & Qualifications : Essential

  • Degree or diploma in Business, Supply Chain Management or equivalent.
  • Three (3) to five (5) years’ progressive experience in financial analysis, reporting, procurement, contract management and inventory management.
  • Strong communication skills, attention to detail, ability to manage multiple priorities and ability to interpret financial and non-financial information.

Preferred

  • A certification from a Procurement or Supply Chain Program (OPBA, NIGP, SCMA).
  • A sound background in supply chain policies and practices in a government environment.
  • Knowledge of Federal/Provincial legislation/regulations and policies affecting the program delivery of municipal activities.
  • Experience with SAP ERP.

Working/ Employment Conditions : Travel may be required, incumbent must provide their own transportation and will be required to provide a copy of their driver’s license and a driver’s abstract, by their first day of employment
