We are actively seeking Staffing Consultants. The ideal candidates are senior staffing professionals with a minimum of 5 years experience within the federal government. Successful candidates will have the ability to work both independently and as part of a strong and dynamic team with proven experience working within the public sector within a professional services environment.  Daily Tasks and Responsibilities (not limited to) Reviewing existing materials, organizational and business needs to firmly identify the appropriate staffing strategy and providing advice on staffing strategies based on the solicitation process and related discussions; Developing staffing and resourcing strategies including different types of merit criteria and qualifications; Developing a work plan and definition of deliverables for each staffing process required, including timelines, tasks, outcomes, and deliverables; Creating and/or reviewing statement of merit criteria and supporting Human Resources throughout the poster creation process; Providing advice on staffing, resourcing, and recruitment strategies from start to finish; Conducting all phases of the staffing process from initial power design to completion of reference checks for staffing processes spanning multiple applicants; Developing staffing frameworks and implementing and conducting framework monitoring; Creating master rating guides and relevant marking grids; Developing and preparing test materials, interview guides, reference check guides and additional assessment and evaluation materials specific to the different staffing types; Providing demographic information and assisting in developing procedures to meet Human Resources needs; Identifying links with departmental Human Resources/ Employment Equity/ Business plans; Providing advice on the effectiveness of assessment instruments and assisting in the development of proper instruments for success; Reviewing organizational and business needs to assist in the identification of the appropriate staffing strategy or plans (including links to other plans such as the Employment Equity and Diversity Plan and the Official Languages Plan); Managing the resume and application screening process, coordinating, and administering tests as required, marking tests per the assessment and rating guides, participating in interviews (if required by Human Resources), result gathering and coalition; Assisting in the preparation of a pool of successful candidates and submitting documentation to HR as required; and Providing monitoring and reporting activities with respect to staffing within the organization or for central agencies. Desired Skills and Experience (must be clearly demonstrated in Resume/CV) University Degree in a related field or a Certification and an appropriate combination of experience and expertise - a preference will be given to candidates with specializations in Staffing, Human Resources or related fields; A minimum of five (5) cumulative years for Intermediate and ten (10) cumulative years for Senior of demonstrated staffing experience demonstrating the ability to provide client references for each project identified; A minimum of five (5) cumulative years of Staffing experience and detailed knowledge of staffing policies and regulations and the proven ability to apply them; Proven experience developing and reviewing Human Resources processes and strategies; Proven experience providing Human Resources advice and guidance to senior executives, including job classifications and justification statements; specific HR advice examples must be included in the CV; Proven experience writing staffing types, screening and evaluating CV’s, conducting interviews/ reference checks, managing assessment instruments, and reporting to (or working with) Human Resources; Expert level proficiency with MS Suite of tools including Word, Excel, and PowerPoint; A minimum of five (5) years working with the Federal Government of Canada including departments and agencies; and The ability to provide copies of all Education, Certifications and Training for contract award purposes. Security Clearance Candidates must be eligible for a valid Government of Canada security clearance to a minimum of Level I - Enhanced Reliability.In order to meet this requirement, candidates must be Canadian Citizens, having lived in Canada for a minimum of five (5) years. Candidates residing outside of Canada or those who have not resided in Canada for a minimum of five (5) years will not be given consideration.QMR is a Top-Secret Facility cleared organization.
